The Combined Public Benefits Charge appears on UI and CL&P electric bills and is paid by all customers. This charge collects the money used to support the Connecticut Energy Efficiency Fund (billed at three mills/kWh, that is, 3/10ths of a cent per kWh) and the Connecticut Clean Energy Fund (billed at one mill/kWh, that is, 1/10th of a cent per kWh). The Combined Public Benefits Charge also recovers the costs that the Connecticut Public Utilities Regulatory Authority assigns to the Systems Benefit Charge.
